System builders OEM?

Here is an example. What is the system builders about? It says you can not transfer it. What does that mean? Could you reinstall it on the same pc if it crashed? What if your new computer had a bad mobo, and you didn't know until after you installed vista? Could you reinstall it on your new/replaced mobo?EDIT: fixed linkSystem builders OEM?
Basically, you can only install it on ONE pc ever. I think it is linked to your motherboard. You can reformat as many times as you like. If you had a bad mobo.....idk I think I would call M$ and explain them the situation or something. I have OEM version as well and I think it was worth it rather than paying 200+ for it, I got it for 109(OEM home premium.)System builders OEM?
