What's the difference between a contrast ratio and dynamic contrast ratio?

I want to get this Samsung monitor and it says 1000:1 contrast ratio and 3000:1 dynamic contrast ratio, can you please explain what the difference is?What's the difference between a contrast ratio and dynamic contrast ratio?
