I would suggest the e4400 due to overclocking capabilities, but wouldn't you have to get a new motherboard?

If this is an upgrade for DX10, you do not want to get the 8600GTS or any of the midrange cards offered by Nvidia and ATI. There isn't any real DX10 games out yet so you can't be sure yet how they'll peform but the way it looks only the high-end DX10 cards should be bought for DX10 games, the likes of the 8600's and 2600's won't be able to cope with DX10 games. If you are going to be overclocking the E4400 if not my choice would be the x2 5000+
Go with e4400 and Overclock it, also get another PSU not that Deluxe, Corsair 520W is good enough or Antec EarthWatts 500W
