I add SLI to that setup which makes it up for around 6000$. I would also add Blu-Ray driver, 30'' LCD instead of 23'' Samsung which makes to total around 7500$. I would add DDR3 only RAM. 4GB of it foraround 800$. WHich makes to total 8300$. Also you forgot mobo. So plus 250$, for kickass mobo (his choice). Also better speakers, and some other stuf, and at the end all should come to around 10,000$.

Best of the best will cost more. I can easily suggest some nice HD Screen that is half of price you listed, and fantastic speakers for 10,000$, so there is no chance he will get the best from the best like you sad for 6,300$. But PC will of course be the best of the best.
for 300 dollars less then that samsung you can get a ACER AL2051W for $300 or below. Its only 3 inches smaller its no big deal. Plays at 1680X1050 and 60hertz MAX but It might beable to go higher with a better video card

PC speakers. I thought you were talking about ''best quality sound you can get''. For best qulity sound you can get you also need those special wires which costs around 400$ for 1m of cable i think. Or even more. Let alone speakers.

And it would be dumb to buy GTX SLI whitout 30'' LCD. So at least 30'' LCD, or something whit resolution higher than 2***x1***, cause otherwise SLI is waste of money.
